I don't like bathing with warm water because my body doesn't feel fresh, even a baby who was just born a few days ago I bathed with cold water and he didn't cry loudly.
All my children cried as they should be bathed. I assume your cold water us by far not that cold as with us, at times it's even frozen if we don't take care of the pipes.
If you would wash a newborn with cold water here you would be reported at the police and child protection. In the whomb it's for sure not ice cold. Being born is already bad enough.

Benar sekali temanku, ditempat ku airnya tidak seberapa dingin, tapi daerah pegunungan airnya seperti es dan anak-anak di sana sudah beradaptasi sehingga saya juga heran, ketika kami kedinginan dan menggigil dia malah memakai baju singlet dan bermain air.
Kalau terlalu dingin airnya tidak mungkin juga memandikan bayi yang baru lahir pasti kita tidak akan tega melihat mereka kedinginan.

The water pump is located above ground and the pipes are partly below ground level. The parts that protrude are covered with cushions and plastic bags. The parts located in the cold rooms are also covered with plastic, specifically bubble wrap. In addition, an electric fan heater must be left on in the evening and at night to prevent the room from freezing. We cannot cover the water pump because when it is in use, it gets too hot and could catch fire. But if it freezes, that can also be a problem. So the best thing to do is to leave the tap open and let the water run, although it will still freeze if only a small amount of water comes out. Let's hope it doesn't get any worse because there is no water in the surrounding area and melting snow doesn't provide much water.
Buying a new pump will also be difficult now because it will be difficult to connect it.
