The problem with bureaucracy is not only it takes long but also most of us have no clue what to do. It's not just about filling out an easy form.
No easy form at all. People not very good with maths and other technical subjects having to do with calculating, numbers and similar stuff must pay tons of accountant fees (but a lot of times, even accountants get lost among such a cumbersome bureaucracy, especially in front of laws that conflict one another) or wait R.S.I. summons.
