Who told you that he must vote for all users who participated in the contest? Why didn't you ask SC01 and SC02 why they vote on some posts and not all the posts in a particular contest? Ideally, votes are given to users based on what the reader finds appealing to him or her. So don't expect him to go about randomly just voting on any post on the Steemit platform. You are an old user on this platform; you should know better than to drop such a comment.

Please if you haven never filter posts via the #steemexclusive tag which is the key tag on steemit platform I will advice you to do so now and tell me if the posts you see are mixed posts or post with a single tag.

Then it should come to your understanding that the post didn't get supported via the given hashtag by the contest organizer or was given through visiting the community, but was given support via the use of the steemexclusive tag, which I came across, accessed it, and gave it support.
