Yes, you are right, it is often that people start up with all their good will and honesty but the longer they are at power, the more temptation to please one or another sponsor and that can lead to feeling of untouchable, once a person felt that it is difficult for them to leave their post. It is better to implement that in governmental system and make sure that it will not be overrules by anyone :)
