INTRODUCTION

Last week, the Italian community brought to the platform's attention the despicable behaviour of user @bullionstackers, who with continuous and unmotivated downvotes has for some time been targeting users of ITALY without an acceptable motivation, actually perpetrating continuous abuse.

Our public request for a clarification, as well as an outstretched hand towards the person responsible for this behaviour, which would put an end to a (moreover unilateral) 'war' responsible for damaging not only the affected users, but the entire Steemit system, was unsuccessful, as were all similar ones directed at him previously.

Despite the lack of explanation, however, the downvotes to ITALY users continued on a daily basis (see last week's report below). The Italian community would like to sincerely thank all the users and communities who have worked in support of our previous request, through votes, comments, resteems and dedicated posts, and especially @steemcurator01, who with his precious support has allowed the beneficiaries of the post to obtain an abundant recovery of the lost rewards.

At this moment, however, in order to preserve the serenity of the platform and to prevent situations similar to those that have happened on other similar platforms from occurring here as well, we believe it is more necessary than ever to put in place an effective system in order to nullify the effects of such negative behaviour in the future.

THE SHIELD-IT PROJECT

With this post we would therefore like to present to everyone's attention the Shield-IT project, i.e. the creation of an account specifically dedicated to balancing the abuse of downvotes.

The account will mainly be responsible for voting, with a variable percentage depending on the damage received, all posts and comments that are considered downvoted in an arbitrary manner, i.e. without the author of the downvote reliably justifying a precise violation of Steemit's rules.

Shield-IT will particularly focus on possible cases similar to the one that is plaguing the ITALY community, i.e. repeated abuse of downvotes committed by users with high voting power against smaller users, proceeding on their own initiative or collecting reports from both individuals and communities.

All votes awarded, with their percentages and reasons, as well as all other account activities, will be made public through a weekly report, published on the ITALY Community.

Important: Naturally, the action of Shield-IT will not be limited to the users of the ITALY community only, but will act on all similar abuses on the entire Steemit platform.

POSSIBLE OTHER USES OF THE ACCOUNT

Shield-IT will primarily protect accounts targeted by downvotes that are recognised as abuse, but in case it becomes necessary also to raise funds for users in a momentary situation of established hardship or victims of fraud. Any Steemit member may report cases deemed worthy of attention, which the Shield-IT Team will thoroughly examine before taking action.

In the case of inactivity, the account will endeavour to assign, as a form of encouragement and trust, some votes to deserving posts published by users who have recently joined the platform, inviting them at the same time, through a comment to the voted post, to the regular practice of Power-Up.

PROJECT SUSTAINABILITY

Currently, the negative votes that have affected the Italian community have a weight of about $1.01 (USD 0.71), the result of the voting power of the user @bullionstackers (about 90K SP). We think that the action of the Shield-IT project could be effective starting from at least a similar or slightly higher voting power.

In order to fully realise the project, the ITALY community therefore requests the Steemit Team's willingness to grant an initial delegation of 100K SP, which may be adjusted periodically according to the growth of the Shield-IT account's voting power.

If the delegation is not possible, the Shield-IT project can begin in the form of a weekly report, for which we ask the Steemit team for direct support, through upvotes in the percentage deemed most useful.

The report will mention all posts that have been downvoted for no valid reason, with the respective users listed as beneficiaries. The limitation to a maximum of eight beneficiaries, however, may cause a selection and exclude users who have suffered fewer downvotes.

Grateful for your attention, we look forward to your considerations, confident that this project will be an important step in reducing a scourge such as downvote abuse.

P.S. - 90% of the rewards in this post are for users who have been downvoted in the last seven days. The beneficiary percentages were calculated according to the amount of downvote received.

INTRODUZIONE

La settimana scorsa la comunità italiana ha portato all'attenzione della piattaforma il comportamento disdicevole dell'utente @bullionstackers, che con continui ed immotivati downvote da tempo prende di mira gli utenti di ITALY senza una motivazione accettabile, perpetrando di fatto continui abusi.

La nostra richiesta pubblica di un chiarimento, così come la mano tesa nei confronti del responsabile di questo comportamento, che sancisse la fine di una "guerra" (peraltro unilaterale) responsabile di danneggiare non solo gli utenti colpiti, ma l'intero sistema Steemit, non ha avuto esito positivo, così come tutte le altre simili rivolte a lui in precedenza.

A dispetto della mancata spiegazione tuttavia, i downvote agli utenti di ITALY sono continuati a cadenza giornaliera (si veda il report dell'ultima settimana qui sotto). La comunità italiana ringrazia sentitamente tutti gli utenti e le community che si sono adoperate in supporto della nostra precedente richiesta, attraverso voti, commenti, resteem e post dedicati, ed in particolar modo @steemcurator01, che con il suo prezioso supporto ha permesso ai beneficiari del post di ottenere un abbondante recupero delle rewards perdute.

In questo preciso momento tuttavia, per preservare la serenità della piattaforma ed evitare che si verifichino anche qui situazioni simili a quelle accadute in altre piattaforme simili, riteniamo sia quanto mai necessario mettere in atto un sistema efficace, al fine di annullare gli effetti di tali comportamenti negativi in futuro.

IL PROGETTO SHIELD-IT

Con questo post ci pregiamo pertanto di presentare all'attenzione di tutti il progetto Shield-IT, ovvero la creazione di un account appositamente dedicato al bilanciamento dell'abuso dei downvote.

L'account si occuperà principalmente di votare, con percentuale variabile in base al danno ricevuto, tutti i post e i commenti che si considereranno downvotati in maniera arbitraria, senza cioè che ne venga attendibilmente motivata, da parte dall'autore del voto negativo, una precisa violazione delle regole di Steemit.

Shield-IT si concentrerà in particolar modo su eventuali casi simili a quello che sta affliggendo la community ITALY, ovvero ripetuto abuso di downvote commessi da utenti con un alto potere di voto nei confronti di utenti più piccoli, procedendo di propria iniziativa o raccogliendo segnalazioni da singoli e community.

Tutti i voti assegnati, con relative percentuali e motivazioni, così come tutte le altre attività dell'account, verranno resi pubblici attraverso un report settimanale, pubblicato sulla Community ITALY.

Importante: Naturalmente l'azione di Shield-IT non si limiterà ai soli utenti della community ITALY ma agirà su tutti gli eventuali abusi simili presenti sull'intera piattaforma Steemit.

EVENTUALI ALTRI USI DELL'ACCOUNT

Shield-IT si occuperà principalmente di proteggere gli account bersagliati da downvote configurabili come abuso, ma in caso si rendesse necessario anche di raccogliere fondi per utenti in momentanea situazione di difficoltà accertata o vittime di frodi. Qualsiasi membro di Steemit potrà segnalare dei casi ritenuti degni di attenzione, che il Team di Shield-IT valuterà in maniera approfondita prima di intervenire.

In caso di inattività, l'account si adopererà per assegnare, come forma di incoraggiamento e fiducia, alcuni voti ai post meritevoli pubblicati dagli utenti da poco iscritti alla piattaforma, invitando questi ultimi contemporaneamente, attraverso un commento al post votato, alla regolare pratica del Power-Up.

SOSTENIBILITA' DEL PROGETTO

Attualmente i voti negativi che hanno colpito la comunità italiana hanno un peso di circa 1.01 $ (0.71 USD), frutto del potere di voto dell'utente @bullionstackers (circa 90K SP). Riteniamo che l'azione del progetto Shield-IT potrebbe risultare efficace partendo almeno da un potere di voto simile o di poco superiore.

Per realizzare a pieno il progetto la community ITALY richiede pertanto al Team Steemit la disponibilità a concedere una delega iniziale da 100K SP, eventualmente rimodulabile a cadenza periodica in base alla crescita del potere di voto dell'account Shield-IT.

Qualora la concessione della delega non risulti possibile, il progetto Shield-IT può iniziare sotto forma di Report settimanale, per il quale chiediamo la disponibilità del Team Steemit ad un supporto diretto, attraverso upvote nella percentuale ritenuta più utile. Nel report verranno menzionati tutti i post downvotati senza motivo valido, con i relativi utenti inseriti tra i beneficiari. La limitazione ad un massimo di otto beneficiari tuttavia potrebbe comportare una selezione e lasciare fuori gli utenti che hanno subito minori perdite.

Grati per l'attenzione, rimaniamo in attesa di considerazioni, fiduciosi che questo progetto possa rappresentare un passo importante per contenere una piaga come l'abuso di downvote.
