You can probably withdraw USDT to a 'non-custodial' wallet Binance does ‘approve’ of…and then move USDT from that wallet to Advanced Cash.

This is just one more reason that I try to stay away from centralized exchanges. Binance is probably flagging this transaction to help protect against scams. I don't doubt they're good intentions. But I think governments globally are scrutinizing crypto a lot more…I know they are in the US…and that is forcing centralized exchanges to take proactive steps in helping prevent fraud, scams, and illicit crypto transfers. And in that process, they're going to have false positives… like what you're going through.
