My upvote here on Steemit is worth enough that my vote on a comment actually gets paid out, so I do upvote comments here, because I appreciate people taking the time out to read and comment on my posts. As you said though, if your VP isn't high enough, it's sadly a waste of VP to upvote comments and you're better off upvoting a post of your comment giver (commentor? commentator?).
