Yes, agree, the number of users on Steemit is low and they would like to retain people with motivating them with higher upvotes, there are some curation Programs and accounts too. Here is the main blog of the Steemit Team just if you have an interest:

Yes, there are many here and also on Hive just for interaction as the main reason of being there, then of course it does not matter. Majority of users who take part in the Steemit Team activities are from developing countries and of course many depend on that reward for financial aim. That is why they simply follow the rule and post exclusive posts here. But also the same people on Hive but with other posts. That is actually double so much work. But who knows if they do not work then it is their full time work blogging.

With any luck, Steemit will become a digital publisher, but it will likely die a slow death by being forgotten, like Yahoo and Aol.
It lacks innovation because there are no developers
It lacks enthusiasm because it has to be written to specifications and exclusively, Steemit can't grow virally that way, which is the foundation of any social media.
And it lacks an outlook, which reliably keeps investors away.
