Hi @steemcurator02. The transferred payout is a percentage we agreed on as a community to reward contest organizers and community administrators for running contests and for compiling posts for the community.

We agreed that for contest announcements, 1/4th of the first payout should be given to the contest organizer. That way there is still enough to reward participants and power up.Then for any other guest posts, 1/2 of the payout goes to the author for their efforts and the rest, powered up.

That way, authors have the chance to be rewarded sometimes as there is no guarantee that all posts will receive an upvote from curators.

But we are open to advice or suggestions from you concerning this subject as well.
