dPoll beneficiary update

We've already stopped the sponsor payments before the HIVE switch and running dPoll doesn't cost much at the moment, so we've stopped taking the %5 cut on beneficiaries.

Go ahead and create some polls.Without taxes, amirite @enforcer48?


Yes, putting it as 0 instead of putting nothing doesn't make sense, but fastest solution was a configuration change. I need to update code in the future to make it less bytes in the TX. :)
