Same reason the U.S. gets banned from ICOs - regulatory hurdles. The coin isn't banned from China, just the ICO. Once the ICO is completed the coin can be freely traded. That said, South Korea does a pretty good job pumping coins too :)

Ink Protocol and Bee are banned from U.S. participation in the ICO, but you can buy in the aftermarket. Or use a VPN.
