There's not only tens, hundreds of billions of dollars, there are trillions of dollars spent each year for weapons and arms, led by the USA and its cronies, and when it comes to feeding the poor there is no budget left for that.
The human being, especially the Western one, priority to kill far exceed of their desire to aid.

I agree that we should waste less money on the military, end offensive wars ideally even with a Constitutional Amendment, and give poor countries real developing aid. The US alone could end world hunger by 2030, by cutting its military budget in half (which still leaves it as the number one military power) and spending 267 of the 318 billion they would be saving on agriculture investments in poor rural areas across the globe. https://www.weforum.org/agenda/2015/07/how-much-would-it-cost-to-end-hunger/
