Ever since TRUMAN was prez there has been scattered illegal wars. Some were called "Police Actions" or some such thing, that was Korea. Vietnam was a "Non-declared" war started during Eisenhower with every prez after him filling in the gaps. JFK continued the "advisor" era of Vietnam slowly escalating the involvement until we were doing the serious fighting under LBJ and not one single member of congress tried very hard to stop or end the conflict.
Jumping ahead to more contemporary times, Congress could NOT prosecute drumpf for anything other than the phone call (main prob with phone call was timing) since EVERYONE in Congress violates the "Emolument Clause" in the Constitution, Congress just doesn't want everyone to know this.
About the only way to correct the issues with our Government is to replace EVERY incumbent who has served more than 3 terms THIS YEAR. There is no reason why a Congressional member needs to make $174,500 per anum plus using illegal means to get away with insider trading. Also, why would someone need to earn $174,500 for only 3 months work each year?
