I am sure it has end and we will see end of these criminal activities run by govt. They actually don't trust people as they know if the election goes fair, they will not win.
Yes, these acts are born out of panic - if they knew your brother couldn't harm them they would have no reason to harm him - they could just 'let him be' and show everyone that they were still the most popular amongst voters.
