I don't recommend following people just because they pop up in your comments and ask for a follow--curate your Steemit following the way you would your Facebook friend list and make sure you're following people because they post things that you find interesting.

Find a few of those people, comment on their posts, and you'll find yourself building a solid network instead of a bunch of spammers and idiots desperate for upvotes.
