it WORKS if appropriately worded. you'll need a highly intelligent wordsmith to help the layman craft a letter. a good lawyer might help, but you'd more than likely be hard pressed to find one willing to attack the foundation of their career.
it is the Risk Management division of provincial Finance that handles PPLI for the judiciary and i would presume for law enforcement as well, although verification would certainly be prudent.
