Why Japan Demanded Unconditional Dialogue from North Korea

After the U.S.-Japan summit meeting, there was a change in North Korea policy. Japan's Prime Minister Suga said on April 16, “I am ready to meet with Chairman Kim Jong-un without conditions toward solving the abductee problem and establishing a productive North Korean-Japanese relationship.”

This summit meeting between the US and Japan is characteristic of North Korea policy. Prior to the U.S.-Japan summit, there was a meeting of the heads of the Korea-U.S.-Japan security offices, followed by the U.S.-Japan summit. After the U.S.-Japan summit meeting, the United States announced that it would reveal its North Korea policy initiative. One notable thing is that the US does not consider much of the talks with the South Korean president in unveiling its North Korean policy initiative.

In the process of establishing North Korea policy, the Biden administration maintained close relations with Japan both in terms of form and content. On the other hand, I don't know the content, but at least in terms of form, it seems that the relationship with Korea is not very important.

Japan's request to meet with North Korea without any preconditions does not seem to be much different from that of South Korea's Moon Jae-in regime in the early days of the Trump regime.

Moon Jae-in is Trump's avatar, and Suga is only Biden's avatar. Biden seems to be trying to make contact with North Korea through Japan. Perhaps Japan approaches in the way of paying compensation in connection with the normalization of North Korea-Japan relations.

It seems that the reason the Biden administration made Japan, not Korea, as its agent, was not because of the dissatisfaction with the Moon Jae-in regime and thought that it was skeptical about the utility. In the case of Japan, the regime change was very exquisite. During the transition from Trump to Biden, Prime Minister Suga appeared. I thought that Japan had even considered the presidential election of the United States in addition to the regime change.
