저번 포스트에서 한국에서 일어나고 있는 가뭄의 현 상황과 원인을 알아봤다면
이번 포스트에서는 해결을 위해 우리가 하고 있는 일, 그리고 해야 하는 일을 알아보고자 합니다.
하루 빨리 저희 나라에 충분한 비가 내리고 가뭄을 위한 대책이 수립되었으면 좋겠다는 바람으로 글을 이어나가봅니다.

In this post, we try to find out what we are doing and what we need to do to solve it.
I hope to have enough rain in our country as soon as possible and to establish measures for drought.

지난 포스트에서 우리는 한국의 극심한 가뭄이 평년대비 절반 수준의 강수량, 일찍 찾아온 더위, 엘니뇨 현상으로 인한 장마전선 정체로 지속되고 있다는 것을 알 수 있었다. 그 때문에 가뭄 지역에서는 저수지가 바닥을 보이면서 농작물 피해, 산간지역의 식수 문제를 야기시키고 있는데 이를 해결하기 위한 방안에는 무엇이 있을까.
In the last post we have noticed that extreme droughts in Korea are continuing with half the level of normal rainfall, early heat, and storm clouds due to the El Niño phenomenon. As a result, reservoirs show bottoms, crops are destroyed, and drinking water problems occur in the mountains. What is the solution to this problem?

가뭄의 가장 효과적인 해결책은 당연히 비가 내리는 것이지만 신이 아닌 이상 기후를 마음대로 조종 할 수 없는 법. 한국에는 인위적인 방안으로 가뭄을 대처하고 있다.
The most effective solution of the drought is rain, of course, but it is impossible to control the weather. Korea has been dealing with drought in an artificial way.

대한민국의 현재 정부에서는 가뭄 해결을 위해 다섯가지 방안을 제시하고 있다.
우선 첫번째로는 관정, 도수로를 굴착하여 농업용수시설을 개발하는 것이다.
The present government of the Republic of Korea offers various measures to solve drought.
First, Government will develop an agricultural water supply facility by making an irrigation route.

지금 우리나라는 4대강으로 필요한 농업 용수를 어느정도 확보해둔 상태이지만 전국적인 도수로 공사가 이루어지지 않아서 물이 필요한 지역으로 물을 보내지 못하는게 실상이다. 하지만 도수로 공사가 성공적으로 진행된다면, 상시가뭄지역의 가뭄 문제가 어느정도 완화될 가능성이 있어 보인다.
At present, Korea has secured some agricultural water needed for the 4 major rivers, but it is a fact that it can not send water to the area where water is needed because the national irrigation can not be done. However, if the construction works successfully, the drought problem in the drought area seems to be solved.

도수로를 가동했을때와 가동하지 못할 때의 차이는 크기 때문에,
Since the difference between when the channel is run and when it is not running is large,

하루빨리 확보된 저수지와 가뭄지역을 연결하는 도수로 공사가 마무리 되어야하는 상황이다.
The construction of the irrigation canal, which connects the reservoir to the drought area, should be completed soon.

하지만 한가지 걱정되는 부분은 가뭄지역의 용수확보를 위해서 사용되어야 할 수자원이 최근 4대강 보 개방으로 인해 유출되면서 농민들의 걱정을 사고 있다는 점이다.
One concern, however, is that the water resources, which should be used to secure water in drought areas, have recently been disturbed by the opening of the four major rivers, causing farmers to worry.

개방되는 사대강 보와 주요 가뭄지역이 멀다는 것으로 한편으로는 안심할 수 있다. 하지만 전국적인 사상 최악의 가뭄사태를 해결하기 위해 관정과 수로를 굴착하는 한편 사대강 보를 개방하는 것은 오히려 서로가 충돌하는 정책이 될 수 있다. 이는 예산 낭비로 이어질 수 있다는 점에서 가뭄 극복을 위한 대책이 좀 더 견고하게 마련되어야 함을 시사한다.
On the other hand, it can be relieved that the open riverbed and the main drought area are far away. However, developing a channel to solve the worst drought of the past and opening up the river can be rather a conflict. This suggests that measures to overcome drought should be made more robust in that it can lead to wasted budget.
