It really is a cool way to do multiple things: Keep the price of Steem Low by turning it from a liquid asset to a solid one for longterm & help people enjoy Steemit quicker, because I think one of the main things that may turn off new users is their one-cent Upvote turning into a zero-cent Upvote.
