House approves 4-day work week bill in the Philippines

According to CNN Philippines, "the House of Representatives approved on third and final reading a bill that will allow employees to have a four-day work week."

The Labor Code, however, still requires regular employees to contribute 40~48 hours a week. The opportunity cost for having three days off is having to work for 12 hours in a workday.

"The Secretary of Labor and Employment will issue the necessary implementing rules and regulations within 90 days of the law's implementation."


The intentions were good.

The idea of having a 3:4 ratio of day-offs and workdays sounds promising - more leisure time, reduced commuting time, etc. This is not new - the idea has been going around since the 70's. In another article by CNN, "Utah's governor enacted a mandatory four-day workweek for all state employees" back in 2011.

There are contradicting studies regarding the unorthodox work schedule. One survey conducted by Brigham Young University found 80% satisfaction rate when asked about working in this kind of schedule. On the other hand, a research by Allard Dembe confirmed that industrial accidents happen at a higher rate (37%) when employees are asked to work for more than 12 hours a day.

Additionally, Dr. Xiaoxi Yao warns that there are mental and physical health hazards that come from the burnout and stress caused by working overtime on a regular basis.


What's in it for the Philippines?

This could be a short-term solution to the overwhelming situation of road traffic in the country. We can also cut energy costs and pollution while having more time to spend with family and friends. If implementation goes well, there could be drastic changes in the country (i.e. stock market trading, banks, government offices, TV schedules, etc.)

Another thing to consider is that for some employees, work does not stop when you step out of the office. We glance at our work emails even at weekends.

Personally, I do not think that this is necessary as we can look for more efficient solutions for the nation's pressing problems. Traffic can be improved by better enforcement and proper project planning and funding. Leisure time can be enjoyed with proper time management, regardless of your work schedule.

At the end of the day, it's about finding a Win/Win solution for both the business owners and employees.

This is a difficult issue. I guess I would love 4 hours work day, but still I also need to earn money. It means half time, half money. More and more people can do a lot of work from home as well, (computer based work), I think that might be a solution to consider to support.
