I have heard "puzzles" like this and Cicada 3301 are projects being put out by alphabet agencies to recruit people with special skills (I'm an avid contributor to AboveTopSecret and these topics are discussed at length on that site).

    Maybe cicada but I don't think so from what I've seen them do. The SVV is definitely different than cicada and is definitely not an alphabet recruiter
