First let me just say that in the United States and in the UK there is a problem with pedophilia especially connected with orphanages and foster care. We are just beginning to see the depths of this problem. There are going to be more revelations that will rock our society. Of course the government will bring in new policies directed at the wrong place to say they have done something. I think that is where you are. No investigation into the police who refuse to investigate claims of abuse. No investigation into the media that routinely denigrates accusers. No prison time for the rich, famous and powerful. The BBC bears some of the responsibility for Jimmy Saville and his conduct. Bill Clinton has never faced prosecution yet settled with many women for claims of sexual abuse. Typically, like true pyschopaths, they will gaslight and accuse others of the very conduct they are guilty of engaging in. Again, I think that this is probably how you may be feeling. These people are accusing foster parents of the conduct that they themselves engage in or have covered up for years. The net result is that fewer decent folk will be willing to provide the care and these children will be institutionalized where access and opportunity will increase, like at Boys Town in Nebraska. As to how raise children, I have raised three and believe not only do children want and need discipline, but will act out until it is provided. Many times I heard the outburst of "Dad I hate you!" To which I always responded "Good it means I am doing my job and no your still not allowed." I would always tell my children after disciplining them "I love you and I will always love you. I am just not happy with your conduct." If a parent can not provide this guidance how are children ever to grow up to be adults? Good luck, just remember if good people quit providing foster care these children will be left abandoned to the state.
