I'm not native in English either, but I've never had a single thought of milking the system by plagiarism, copy/paste content.
Sure, I might be better in English than some of these people, and I might have better options to improve it, but I've always tried to do things in an honest way. I'm trying to earn by legitimate means.
I have donated Steem to individuals too, as they shared a SOB story, and I have no idea if it was true or not. But, I figured that if I could give someone 2 steem or whatever, and they could eat for a day, I'd be happy to do it. I'm glad to help.
That being said, many from these countries doesn't even try to earn in legit ways. Just look at all those crappy emails you get:
"Bank of this and that wants to give you $1.000.000"

I don't like the fact that people are milking Steem with plagiarized content. No matter how desperate they are, because I would never do it myself. But on the other hand, I come from a different culture, and a different situation, so I might see things different.
About a year ago, someone copied my content in an attempt to earn rewards on Steemit. They used my personal story about my father's death, in an attempt to earn. I took that very personally, and I felt that they stole rewards that were mine.
At that point, I couldn't care less if they did it to feed their families or not. It's one thing to share your own content, no matter your writing skills, and it's another thing to steal. They are thieves and I don't want us to allow them to steal.
