The 1st (top) character is 達, pronounced 'dá', meaning 'reach, attain'.
I don't recognize the 2nd (middle) character, nor some of the parts it's composed of.
The 3rd (bottom) character is 正, pronounced 'zhèng', meaning 'positive, correct'.
