I've seen this done at Namsan Tower here in Seoul. It seems like a cute idea but in truth, it creates quite an expensive problem for the city management when they need to remove all those rusty locks ;-) I remember seeing some article about a similar situation in London somewhere.

None at all. Everything turns to rust or decays or someone rips it out with a large cutter. But it's nice to imagine stuff like that 😂
