They're Kuban whips! It is a means of controlling the horse, which is a whip sometimes "slap" (leather plaque) at the end.

These flip-flops in the old days were intended not to injure the skin of the horse with a relatively thin tip of the whip with a strong impact. Often the whips served as a flexible non-lethal shock weapons .

We have in the Kuban every Cossack in the house has such a whip. It is not only a decoration, but also a relic of the past times of our people.
