Goodness knows! I'm sure I read somewhere that it was built by Scandinavians. I reckon it's there as a challenge to deter the squeamish from doing the walk!
I read about one man who did it with his 12-year-old daughter. Her arms were too short to reach both of the top wires, so she crossed the bridge holding onto her dad's backpack and just one wire.
