your image doesnt have any metadata, his does, its impossible that he stole it from you. :)
How could Alex have stolen the image from you?, if your publication of it doesnt contain metadata, if he stole it, it would have no metadata either, but his does. I really doubt Alex stole the picture from you and added metadata to publish it on fotokto.ru which doesnt pays,

In theory it could have been stolen from another source where the metadata was retained. Not claiming this happened though.
Not citing the source of photos(images) is plagiarism. Here is a post on why this is bad, and here is how easy it is to find allowed photos.
