Peru changed their law in regards to cannabidiol for medical treatment. They changed their stance for the exact same reason as you describe. A mother got busted so many times making her own cannabidiol oil to treat her kid's seizures. It came to a point she kept on doing it and getting raided by the police. It was filmed and her story went viral.
