Money can buy you a secure hide away for a while, but soon their resources will run out.

Training is huge for sure. Some of those people might even hire someone to train them while they are in a bunker or something like that. I agree though, stuff without training is still just stuff.
I would be nice to train someone to do all the work while I relax.
