One note about the aggregating method you use: you get the power as a final outcome so it includes incoming delegations and I suspect it also excludes the outgoing ones. I could have 1000 SP and delegate 990 of it to @breadcentric and I would fall under your criteria.

Not an issue, but you might want to have a closer look at it. Or maybe it's exactly the way you wanted it.
