Tagasaste in Indeed frost resistant.
And Elaeagnus is a great choice as is the Cytisus.
I will prepare some more suggestions based on systems ive seen in Southern Australian permaculture systems with the same climate

Leucaena and Jatropha are not really frost hardy.
