I think you are correct. So he has no real following he is only fooling himself.
I understand I have 558 followers after being here more than a year, I think most of them are dead accounts. Maybe 20 of my followers actually read my post, no matter how good they are.
I don't think anyone should be allowed to post every 5 seconds with this kind of spam.
