morality or very deep self consciousness, we need extended education on these things, if there are no inner control then we will have masters to control us. We don't teach kids this way, we just teach them you have to do it, because it's the right way to do it or because I said so and I am the authority.
Yes, within self-control we have external control, hence why government is favored. The I said so "Authority" model doesn't help us evolve properly, but ti keeps us in line and "safe" in some ways :/
