Border Patrol
I was birding the Tijuana River delta slough area last week, and there were three Navy helicopters incessantly circling the entire area. It seemed like maybe part of the stepped up immigration patrol efforts. Anyway it was noisy and annoying, and seemed like a terrible waste of resources.
