You're right, it looks very similar but if the internet has it correctly then those cliffs are actually CGI. A Harry Potter and the Half Prince scene was shot at the cliffs. The sharp rock sticking out of the sea just by the cliffs was used a sea cave that Harry and Dumbledore visit in the film.
