The earth's atmosphere acts as a lens and refracts the light when the moon is close to one of the horizons thus it appears bigger. When the moon is more over head there is less atmosphere and appears smaller. Doesn't have much of anything to do with the distance between the earth and the moon which doesn't change all that much.
