Dude this is absolutely stunning! Just mind-blowing! The fact that you chose on of my favorite pictures from Paris makes it even better!
I don't have the time to go through the whole text right now - But seeing what you can do to pictures just makes me want to learn this as well. Even if I probably never will reach this level.
Of course this gets a resteem + 100% upvote.

This editing thing isn't that extremely hard by the way. By watching some Youtube videos, you can get quite far in a few weeks.

Tony Northrup is a famous photographer, known for his bestseller 'Stunning digital photography'. I'd say this is the most useful photography book there is. You should buy a copy for 10 dollars. It includes hours and hours of video and his Youtube account adds many more hours to this. I think I learned the most from this guy (and his wife Chelsea).
Serge Ramelli is a well-known photographer from Paris, whose edit style is quite artsy. He loves colors and likes to make them more prominent in his photos.
YuriFineart is a landscape photographer, who also likes to make his photos a bit more like paintings. His explanations are very detailed!
Peter McKinnon is a super well-known instagram and other social media photographer. He makes stunning photos and his editing tutorials are great.
And another one is Photos in Color. This Youtube account has many lessons on Lightroom editing!
I would love to review a nature photo for you, but maybe in a few weeks or something. I'd like to review other peoples pictures first, to give everyone the same chance on a review.
