There is no doubts that there are elements within the US government that are nothing short of desperate to stop Trump by literally any means necessary.

These evil people are so deeply entrenched within the US government that they have become a global threat that must be removed. They have "insurance policies" in place to prevent their removal, so trump seems like he is doing very little to address their crimes. It seems that's only to disarm any dead man switches to allow these people to be dealt with in their time.
