I missed this the first time round, thanks! Oddly enough, I did a 3 part series about the missing OIG, the missing $6 billion and State Dept. contracts several months ago as well.

Thanks, an interesting side note here to the missing $6 billion is the whitewash report made by acting IG Harold Geisel as he tried to prevent an internal State Department investigation into misconduct involving US diplomats from being made public.
He was forced to resign from his post over his attempted cover up and interference in investigations.
In my article, I surmise that he was trying to cover up allegations of sexual misconduct made against the ambassador Belgium at the time,
Howard Gutman.
