I see absolutely nothing wrong with anything whatsoever in the resolution you posted. I say this as an Atheist who abhors all organised religion of whatever creed. This does not mean I have any issues with people of "Faith", just the ideologies themselves, particularly the mono-theistic ones which are generally as a rule very misogynistic, homo-phobic , divisive etc.
The resolution addresses an issue in US society of a particular group being targeted with what amount to be hate crimes. Your post seems to suggest that you think it is wrong to challenge bigotry, violence and hateful speech towards others of differing belief systems to your own - otherwise, what is your point? Let me guess - you're a peace lovin' Christian....right?
