What would you think of a **democratic** steem?

Steem is a great start to a platform for authors and curators. I was wondering if it would be even more successful if payouts were democratic.

Would such a site inevitably fail for some reason or other, e.g. by a change in incentives or attack vectors?

As Steem grows away from Steemit, what other usabilities can Steem provide? What payout structure benefits the growth of Steem-er (twitter); Steemxiv (arxiv); Steemoverflow (stackoverflow)?
