Lol.. the UN is a bunch of bureaucrats who wanted to establish a world government, but since they don't have power in fact, and nobody really wants them (people want to reduce the state in their countries, not have two of them), they just pretend to do something.

Universal Human Rights sound nice, but in practice they are useless.
