You probably need RAM with higher frequency. My 1700 reaches 1695 cb in multithreaded benchmark at 3.8 GHz with 3200 CL14 RAM and 1655 when screencasting with OBS at 30 fps.
I never had the time to deal with overclocking RAM, seems like you get a lot of free performance, so I think I'll do it some day.
And my OBS barely uses any Power because I use the NVENC Feature of the 1070, so I think it will stay the same without recording.
