I think it has generally settled down a bit as a lot of people have realised that greedy behaviour will not pay off, but there are some with power who choose to exercise it against others for various reasons. I have not been using up my free downvotes lately as less issues are being reported. I will just accept that I may get some myself by people I managed to upset.
