There is no ROI from holding Steem Power aside from the income you can generate through leasing it to people willing to pay a higher rate on the delegation than the real annual inflation, or by adding additional revenue to a business you own (again, exceeding the amount of deflation).
Merely holding Steem Power or curating gives no ROI.
Well it gives less inflation then not powering it up. So in a twisted way the “ROI” is less value loss
