There's 356M steem out there. 5M is 1.5%. it's not nothing... but he'd need more to "control steem."
If he had all of steemit's stake that's maybe 75 Million. That woudl give him 21% control of the network. That's a lot. Maybe that's enough to control?

Well in other businesses, you need 51% to have full control. Still if we fork, that's an option.
