I would have to agree that there is a fine line between what can be deemed quality and what can not. I think a lot of it will depend on behavior over time. Here is a great example: Dlike is a part of Steem that could be seen as "spammy". If I were only posting via dlike and buying huge upvotes for each of those posts it could be abuse. Posting every now and then with dlike shouldn't be a big deal though. Even though many of those posts lack original substance.
I like to see people at least show they put in some effort and just posting a meme seems too easy. Some of the projects have enough power to vote them up and maybe it is not up to us to do anything about them.
