Most of those "users" are either Splinterlands players/bots, spambots, and other code (auto-voters, etc.) But I guess you should know that, since you're a programmer, eh? ;)

You forgot to mention the V.22.2 Cabal who started this whole mess. You know, the group that froze STINC's stake and then played Santa Claus with the blacklisted accounts from the original STEEM blockchain data?

This post made it very clear that they promised to never freeze anyone's assets, but went back on their word and did exactly that.

Also, a fork can do whatever it wants, it can even play easter bunny :) You could fork your own version of Steem and remove everyone's assets besides yours. That would be legit.
