Streaming vs Steemit

I joined steem by a friend telling about it, but then he isnt responding anymore, how do i have more votes, i have less than 3 and 1 steem. Is there something, i don't know? How do i power up? How do i cash out? Am damm confuse. I suppose their should be someone talking about this at trending but i checked all last night i couldn't get anything resourceful. Who can help? I'll be very glad.
